Synopsis
Ellis Boone has run Kerwin for nine years the way you run a city of sixty-one thousand, which is quietly, in rooms, with people who already agree. He is good at it. He has never once been quoted. The budget hearing runs four hours. At the end of it, tired, he says the thing everyone in that room has said to him privately for ten years. The camera is on. By morning it has been watched two million times. The retraction is written by nine the next morning and sitting on his desk, and every person who told him that thing in private is waiting to see whether he reads it.

Ellis Boone has been mayor of Kerwin, population sixty-one thousand, for nine years, and has never in that time said a sentence he had not already said to somebody else first.
What goes wrong
At a budget hearing in October, tired and four hours in, he says out loud the thing the whole room has been saying privately for a decade, and the feed is live.
What's at stake
He can retract it and keep the job, or stand behind a sentence he half believes and watch which of his allies were only ever agreeing with him quietly.
Why it keeps going
Each episode one more person who agreed with him in private decides in public, and the ones who surprise him are never the ones he was watching.
