Synopsis
On Poplar Court the hour after supper belongs to the dogs. It always has. The gates come open, the porch lights go on, and eleven animals conduct the business of the street while their people do the dishes. This spring they elect a sheriff, a shelter mutt named Biscuit who did not run and does not want it. Nora Pell, who is nine and sits on the curb with a notebook, is the only person in town who knows. Then the city passes a leash ordinance, and the hour after supper is over. Nora can tell her mother and be laughed at, or she can keep the notebook shut and help.

Biscuit is a shelter mutt of no particular breed who has been elected sheriff of Poplar Court by eleven dogs, and Nora Pell, who is nine, is the only human who knows.
What goes wrong
The city passes a leash ordinance that ends the loose hour after supper, and the dogs vote to resist it, which means Biscuit has to lead something he never wanted to lead.
What's at stake
Nora can tell the grown-ups and be laughed at, or keep the secret and help, which means lying to her mother for the first time in her life.

Every episode a new household joins or defects, and Biscuit has to hold together a street of animals who agree on nothing except the hour after supper.
