Synopsis
Nadine Ruel audits city governments. She is hired by people who want a number and paid, eventually, by people who wanted a different one, and in nineteen years she has never once been part of the story she was auditing. Six weeks into the water department she pulls a cardboard box nobody has touched since the last administration. Inside is a book. Handwritten. Sixty-one names, and beside each one the amount that name is paid every month to not notice something. Hers is on page nine. It goes back nine years, to a consulting fee she remembers taking and a client she never thought to look up. She has the book. Nobody else knows it exists.
