Synopsis
Reeva Sandoval walks flood claims in a city sitting two feet lower than the last map admitted. She reads the house: the tide line on the drywall, the rust on the hinge, the smell. Nine houses on Calloway Row come back approved before she reaches any of them. Her adjuster code is on all nine. She has never opened the file. The storms are seasonal and the block will file again in November. Until then she has nine folders, a code she cannot prove she did not use, and a supervisor who keeps telling her the numbers look fine.

What goes wrong
Every claim on one drowned block comes back approved before she has walked it, signed with her own code, from a terminal she has never sat at.
What's at stake
Reporting it means admitting she cannot say when it started, which makes her the likeliest suspect in a fraud the size of a neighborhood.
Why it keeps going
The water comes back every season and the block files again, so each storm hands her one more set of documents and one more chance to find who is holding her name.
