Synopsis
Every camera in the city is pointed at the courthouse steps. That is where the verdict is, the verdict is the story, and every reporter who matters has been standing in that spot since eight in the morning. Rosa Delgado is four blocks east, in a parking structure, following something small and almost certainly nothing about a building permit. At 2:14 the small nothing becomes the only thing in the country worth filming. For the next nineteen minutes, Rosa Delgado is the only person there.
