Synopsis
The scale goes to five. It has gone to five since 1971, and the reason it stops there is that above five the categories stop describing anything useful, which is a sentence Dr. Nadia Okonjo has said in public four times and been quoted on twice. The system forming east of the shelf does not fit the scale. She has known this since Tuesday and has spent since Tuesday trying to find a way to say so that does not sound like a woman inventing a number. The mayor would like something for the six o'clock briefing.
